Cannabis Business License: Relinquishment Process

When a cannabis business wants to relinquish an individual site license or its entire license, another licensee may obtain the site or license. Both licensees must agree on this relinquishment process. Both the licensee relinquishing and the licensee obtaining have specific responsibilities in completing the relinquishment process.


Step 1: Current Licensee Submits the Relinquishment

The relinquishing licensee must submit the relinquishment in the TransAction Portal (TAP). They will receive a Relinquishment Identification Number (RIN) and are responsible for providing it to the party seeking to obtain the license being relinquished.


Step 2: The Licensee Obtaining a License Needs to Apply

The licensee must submit an application within 10 calendar days of the relinquishment submission.

  • Current cannabis licensees: Log in to TAP and apply to add a new license type or add a site to an existing license.
  • New applicants: Visit the TAP homepage and select "Apply for or Manage a Cannabis Business License."

The application must include:

  • The seller’s RIN
  • The required processing fee
  • All required supporting documents

Incomplete applications or applications submitted after the 10-day deadline may result in denial.


Step 3: Application Review

The relinquishment cannot be approved independently. It is contingent upon the obtaining licensee’s application being approved.

If the licensee’s application is approved:

  • A new license will be issued.
  • The relinquishing licensee’s license will immediately cease and may no longer be used.
